Role of open standards in taking India's Science and Technology (S&T) ecosystem to the next level

Open standards are foundational to unlocking the full potential of Science & Technology ecosystems by fostering interoperability, transparency, and innovation. From the perspective of the Open Geospatial Consortium (OGC), its globally adopted suite of open, consensus-based geospatial standards continues to play a pivotal role in advancing S&T domains around the world—and India is no exception.

This session will explore how OGC’s freely accessible standards—including data formats, containers, web services, sensor standards, and APIs—can support India’s S&T stakeholders across government, industry, academia, and research organizations. It will also highlight how these standards enable seamless data sharing, reproducibility, and cross-domain integration.

The presentation will focus on open standards such as:

  • Data Models and Formats: GeoTIFF, Cloud Optimized GeoTIFF (COG), GeoZarr, Discrete Global Grid Systems (DGGS), NetCDF, CityGML & CityJSON, GeoSciML, and WaterML
  • Web Services: Web Coverage Service (WCS), Web Processing Service (WPS), and Web Coverage Processing Service (WCPS)
  • APIs: OGC SensorThings API and Environmental Data Retrieval (EDR) API

The importance of open standards is further recognized in India’s National Geospatial Policy, which explicitly identifies their critical role in building a robust and inclusive geospatial infrastructure. Researchers in academia, government-run institutes, and non-profits are especially well-positioned to adopt and implement these standards—either directly or through open-source and commercial tools that support them—thereby contributing to a more interoperable and innovation-friendly S&T ecosystem.
