Telangana Government and CDPG Launch Telangana Data Exchange to Power Responsible Innovation for Public Good

Hyderabad / Bengaluru, July 2, 2025 — The Government of Telangana (GoT), in partnership with the Centre for Data for Public Good (CDPG) at the Foundation for Science, Innovation and Development (FSID), Indian Institute of Science (IISc), is proud to announce the launch of the Telangana Data Exchange (TGDeX) — a pioneering initiative that provides a secure, controlled environment for the responsible development and testing of Artificial Intelligence (AI) solutions aimed at solving critical public challenges.
TGDeX builds upon the innovative Agricultural Data Exchange platform (ADeX), which was launched by Telangana and has facilitated many new applications and solutions for farmers. TGDeX leverages the powerful data sharing capabilities like in ADeX, expanding it to other sectors and departments of Telangana, and adding in the ability to rapidly create AI applications and services.
The project, developed under Emerging Technologies Wing of the ITE&C Department, GoT, offers startups, developers, researchers, and government departments the opportunity to test and refine AI applications in real-world scenarios — across multiple sectors such as healthcare, education, transport, mobility, energy revenue, and governance, and so on. TGDeX is designed to foster innovation while upholding the highest standards of ethics, privacy, and regulatory compliance. By facilitating safe and structured experimentation within the public sector, TGDeX aims to accelerate the deployment of AI technologies that address some of society’s most pressing issues. This initiative enables collaborative innovation while ensuring that AI systems are built with transparency, accountability, and citizen trust at their core.
“Telangana has always been a frontrunner in harnessing emerging technologies for public good,” said Shri D. Sridhar Babu, Minister for Information Technology, Electronics & Communications, Industries & Commerce and Legislative Affairs, Govt of Telangana. “With the launch of TGDeX, we are creating a safe and agile space to experiment, validate and deploy AI-driven solutions that can improve citizen outcomes while safeguarding data security and privacy,” he added.
Shri Sanjay Kumar, Special Chief Secretary, ITE&C, Government of Telangana, said, “TGDeX is a key milestone in our journey toward data-driven governance. It creates a secure, ethical space for AI innovation that directly benefits citizens and strengthens public service delivery.”
Prof Inder Gopal, Chair, CDPG, said, “TGDeX will act as a public infrastructure for AI experimentation, with transparent governance and tools that support responsible development — a critical need in today’s rapidly evolving AI landscape.”
TGDeX builds on Telangana’s broader digital governance agenda and aligns with India’s efforts to leverage AI for inclusive growth and evidence-based policy. Through this initiative, Telangana will also be positioning itself as a national leader in AI adoption — encouraging collaboration between the government, industry, and academia to drive technological advancement for public good. CDPG will provide technical expertise, infrastructure, and governance support to ensure that the data exchange meets the highest standards of safety, accountability, and ethical AI development.
TGDeX will be open to government departments, academic researchers, and selected innovators through a structured onboarding and governance process. The first set of pilot use cases will be announced in the coming weeks.
