A national DPI initiative to create a standardised, interoperable, and consent-based digital addressing system for secure sharing and management of address data.

Overview

India’s addressing system suffers from several challenges like heavy Dependence on Administrative Boundaries such as city, district state, etc. Challenges with PIN Code Precision and Coverage,Linguistic Fragmentation, Translational Inconsistencies and Incompatibility with Machine-Readable Systems. This leads to Disrupted Delivery of Services, Increased Operational Costs,Delayed Response to Emergencies,Hindered Access to Essential Services and Systemic Inconsistencies leading to User Inconvenience.Therefore there is a need for a system for address systemation. Addressing this gap requires a unified, technology-enabled ecosystem that allows for structured address data collection, management and seamless sharing across platforms while upholding privacy and ensuring compliance with applicable laws. DHRUVA(Digital Hub for Reference and Unique Virtual Address) aims to address this gap.

E-commerce and courier delivery accuracy, reducing failed deliveries, especially in areas with unstructured addresses.

Emergency response, pinpointing exact locations in floods, forest fires, or remote accidents where traditional addresses fail.

Government welfare and DBT delivery, tying subsidies and services to precise grid locations rather than ambiguous addresses.

Integration into navigation apps and government workflows as an additional GIS-ready address attribute.

Rural and village addressing, where houses typically lack formal street addresses.

CDPG's & FSID’S Role

CDPG’s role is to design, develop, deploy and demonstrate (via FSID, IISc) to secure and scalable technology architecture for this national Digital Public Infrastructure, under an MoU with the Department of Posts.

Impact

As of mid 2026 Pilat has been successfully conducted across the country validating the design , architecture and  flows.
